Is is possible to achieve success without an effective governance framework in place? PRINCE2 provides us with roles and responsibilities of the project board members, and highlights the importance of the project executive. However, it does not provide any guidance as to the structure or even some guiding principles as this would be different to each organisation.

So how important is project governance in terms of project success and can the skill and experience of the project manager overcome any deficiencies?

With a skilled project manager, a project can be successful.
Governance is really important to ensure a few things - that the project is doing what it said it should; that the project manager is doing their job; and that the organisation is happy with progress. Without this it is far to easy for decisions to be made that aren't necessarily right, or traceable.

You can succeed, but your job will be easier if you have the governance in place.
